Introduction
The cultural and civilizational dimension is
becoming increasingly important in international relations. This growing
importance is not only linked to the idea of the clash of civilizations put
forward by Samuel Huntington but is also related to the accumulations following
the emergence of this idea as well as the numerous studies which consider the
cultural factor as quite appropriate in studying international relations, for it
is one of the most important factors of interaction in a world that is now
characterized by a high degree of communication and interaction as a result of
the breathtaking development in communication. This has paved the way for the
idea that highlights the importance of a single global culture, or at least a
common one, with individual contributions from the various civilizations
according to the degree of their advancement.It is quite obvious that the direct implication of
a single global culture is paving the way for sowing the seeds of the Western
culture in all parts of the world.This should by no means imply that we adhere to
the idea of a western conspiracy against other cultures with the aim of
dominating them and reshaping them. All we mean by that is that there is no
point in being surprised at this natural behaviour and attitude adopted by
states and civilizations.The fact that the powerful should seek to ensure
full material and moral strength is well established throughout history and has
always been the case with all states and civilizations, including the Islamic
civilization when it was at its height of prosperity. Perhaps this
acknowledgement is a prelude for preparing oneself for a serious dialogue with
the other, a dialogue that does not reject for the sake of rejection nor does it
accept the imposition of a fait accompli.It rather gives and takes, accepts and rejects, is
influenced and exerts its own influence, contributes with others where it is
necessary to contribute and safeguards its own distinctive features.Given the growing importance of the dimension
mentioned above, the present study is an attempt to come closer to areas of
interest of culture within the Organization of the Islamic Conference to explore
future prospects and examine current realities.
